France 2030 Regional Program | Hauts-de-France Innovation Projects
The Hauts-de-France Region, in partnership with the State, aims to affirm and strengthen its regional potential by leveraging its areas of excellence and placing smart specialization at the heart of its economic development strategy. The Region will prioritize support for companies within its sectors of excellence. However, these innovative companies, often small in size, lack sufficient critical mass and need support and guidance for their development and growth. Recognizing this, the State and the Region intend to support regional startups, SMEs, and mid-sized companies engaged in research, development, and innovation to promote their growth and competitiveness. The "Innovation Projects" action, part of the France 2030 initiative, closely aligns with this strategy of supporting regional innovative companies' projects to foster economic development, support innovation, and thus, enhance employment in the Hauts-de-France region.

Eligibility and Requirements
Eligibility of Applicants:
- Eligible individual project leaders for this action include startups, Small and Medium-sized Enterprises (SMEs), and Intermediate-Sized Enterprises (ETIs) with fewer than 500 employees according to the EU definition. These enterprises may be newly established, as defined by Articles 1832 and following of the Civil Code, registered in the Commercial Register, and located in the Hauts-de-France region.
- Enterprises must be up-to-date with their fiscal, social, and environmental obligations, as well as any potential debts to the State, the Region, and Bpifrance.
- The supported enterprises must also be eligible for state aid and not be in financial difficulty according to the European Union's definition.
- Additionally, any financing of companies that are unable, with their own financial resources or with resources provided by their owners/shareholders and creditors, to stem losses that would, without public aid, almost certainly lead to economic disappearance in the short or medium term is excluded.
- Candidate companies must present a sound financial situation and a balanced financing plan for the duration of the project.
