ESSOR – Component 1B

The ESSOR Program - Component 1B aims to support the realization of investment projects in Quebec by providing non-repayable financial assistance for digital diagnostics, digital plans, and implementation plans. Projects must start within three months of their approval and include activities such as diagnosing the company's digital maturity index and selecting technological solutions. The assistance can cover up to 50% of eligible expenses, with a cap of $20,000 per application.

The eligibility criteria for this grant include the legal nature, size, and activity of the applicant businesses.

For-profit businesses, legally constituted Collective social economy enterprises as defined by the Social Economy Act (RLRQ, chapter E-1.1.1), whose financial viability is based more than 40% on autonomous income from their economic activities of the last financial year Only businesses with 250 or fewer employees and a turnover of at least $2.5 million are eligible. Businesses must be registered in Quebec, have an establishment there, and actively conduct business activities, meaning conducting continuous or regular commercial operations. Foreign companies, to be eligible for the program, must be registered in Quebec and commit to conducting continuous or regular commercial operations there no later than twelve months after project approval.

Who is not eligible

Yes, certain types of companies are not eligible for this grant. Here is a list of companies that are not eligible:

Businesses listed, provisionally or permanently, on the Register of companies ineligible for public contracts (RENA) Businesses listed on the list of non-compliant businesses with the francization process, published by the Office québécois de la langue française Businesses that have failed to meet their obligations after a formal notice related to previous financial assistance State-owned companies or companies controlled by a government, municipal entities, or businesses majority-owned by a state-owned company Businesses under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act Holding companies Businesses with ethical behaviors that could tarnish the image of the government Businesses in the fields of weapons production or distribution, fossil fuels, gambling, sexual exploitation, pornography production, as well as tobacco or drugs (except cannabis and industrial hemp)


Eligible expenses

The eligible expenses for this grant are as follows:

Professional fees of an auditor-facilitator (member of the Quebec Digital Auditors Consortium or independent auditor-facilitator). Travel expenses in accordance with the current government standards set out in the Quebec Government Management Policy Manual. Costs related to the purchase of specialized information


Eligible geographic area

The grant is eligible for businesses legally constituted and registered in Quebec. Foreign businesses must be registered in Quebec and conduct continuous or regular commercial operations in Quebec within twelve months of project approval.
