The Assurance System Producer Program provides swine producers with a rebate for veterinarian assessments and approved eligible equipment expenses that improve biosecurity and animal welfare practices. Value Approved eligible costs are funded at 50 per cent to a maximum program payment of $15,000

Eligibility and Requirements

Eligibility

You are eligible to apply for a rebate if you are a:


Saskatchewan swine producer (individual, partnership or corporation) who can demonstrate a minimum of $50,000 gross farm income in Saskatchewan in the year preceding or in the year of the application. Individual producers must be at least 18 years of age; or

First Nation in the Province of Saskatchewan (must be a swine producer).

Swine producer who is validated, registered or certified through Canadian Pork Excellence (CPE) - Canadian Quality Assurance (CQA)/Animal Care Assessment (ACA);

Swine producer who has had a veterinarian assessment and Biosecurity/Animal Welfare Equipment Recommendation Report completed by a veterinarian licensed with the Saskatchewan Veterinary Medical Association.

Saskatchewan swine producer who has a Saskatchewan Premises Identification (PID) number.


Eligible Expenses

Items below are rebated at 50 per cent of eligible costs to the maximums where indicated. Items must be identified on the Biosecurity/Animal Welfare Equipment Recommendation Report, completed by the veterinarian, to be considered for funding. There is no limit to the number of equipment items a producer may purchase within either the equipment or program maximums. Items as identified on the Biosecurity/Animal Welfare Equipment Recommendation Report, regardless of risk level, will be considered for funding.


Eligible items include:

Biosecurity Containment Zone

Quarantine capability (max. rebate of $5,000):

Metal panels, metal gate(s) and metal feed trough(s) claimed as a package; and

Hand and boot wash in and out station;

Deadstock site (max. rebate of $750):

Fencing: posts (metal or wood), wire and fasteners (staples);

Fencing to prevent access to stored feed and standing water (max. rebate of $2,500)

Fencing: posts (metal or wood), wire and fasteners (staples); and

Deadstock management:

Carcass cart and/or carcass puller.

Biosecurity Improvements

Metering equipment:

Includes equipment for dispensing medications, nutritional supplements and line cleaners into water;

Cleaning and disinfection station(s):

Hand wash and boot wash stations;

Air filtration:

Filtration system, excluding replacement fillers;

Feed bin sensors:

Bin level indicator, level sensors and monitors;

Load in/out improvements:

Ventilation and lighting; and

Rubber matting and metal ramp with grip;

Bedding storage secured against pests (max. rebate of $2,500):

Posts, mesh screen, smooth or barbed wire and fasteners;

Water treatment monitoring equipment:

Water filtration system may include chlorination and green sand filter, excluding replacement filters; and

Monitoring and testing equipment;

Medical equipment storage:

Stationary or portable and lockable;

Pressure washer dedicated for load in/out:

3000 psi or greater, including hoses and nozzles; and

Hot water or bleach sprayer;

Signage for controlled and restricted zones:

Gate and visitor signs specifying biosecurity;

Fumigation equipment (UV light scanner); and

Sanitation of mobile equipment (backpack sprayer, stationary or portable fogging machine).

Animal Welfare Improvements

Advance warning/communication system:

Welfare alarms including temperature and fan alarms;

Air quality:

Fans and ventilation;

Euthanasia equipment:

Captive bolt gun or Zephyr gun;

Multi-gas detectors:

SO2, carbon dioxide, ammonia and H2S detectors

Enrichment items:

Bite toys, balls, play chains and feed baskets;

Improved lighting:

LED/dimming;

Automatic sorting (auto sort or one-way metal gate);

Farrowing crates (metal, including feeder and cup waterer);

Group sow housing (plastic slat insert/slat closures, penning and group sow feeding equipment);

Pain control administration training by veterinarian:

Training costs and mileage; and

Remote surveillance equipment for farrowing (all equipment, antennas and cables to support the following: up to four indoor cameras (20xPTZ), repeater and recording unit with hard drive.
