TEQ - Discover electric vehicles (Roulez vert program): Multi-Housing Terminals
Do you own an electric vehicle or live in a multi-unit residential building? Do you own a multi-unit residential building and are you planning to install charging stations to enable your tenants to recharge their electric vehicles? Financial assistance is available for the acquisition, lease and installation of one or more 240 VAC charging stations for multi-unit residential buildings. The rebate may be as much as much as $5,000 per charging station.

Eligibility and Requirements
Eligible applicants
Eligible participants are:
- Any individual living in Quebec who owns a multi-unit residential
- Any company registered with the Registraire des entreprises du Québec that has an establishment in Québec and that is:
- The promoter, owner or manager of a multi-unit residential building
- A syndicate of co-owners
- Any individual who has already purchased an electric vehicle* and whose domicile is located in Quebec in a multi-unit residential building
- Any company registered with the Registraire des entreprises du Québec, any municipality or any public agency that has a location in Québec and has already purchased an electric vehicle* and that wishes to install a charging station in a multi-unit building for one of its employees.
*The vehicle can be an all-electric vehicle, a plug-in hybrid electric vehicle, a low-speed electric vehicle or an electric motorcycle.
Eligible expenses
Eligible expenses are:
- The cost of acquiring or leasing an eligible charging station
- The costs of the labour and material required to install a charging station and its electrical power infrastructure (including the electrical outlet)
If the applicant is a promoter, owner or manager of a multi-unit residential building or a syndicate of co-owners, the following expenses are also eligible:
- The costs of the labour and material required to install the power distribution and supply infrastructure for charging stations that will be installed at a later date;
- The costs associated with the oversizing of components in order to meet future needs for charging stations (these costs are added to the eligible expenses for charging stations that have already been installed.
Important - These expenditures must be made as part of a project that includes the acquisition and installation of charging stations.
For the purposes of calculating the financial assistance, these costs are added to the eligible expenses for the installed charging stations.
Eligible expenses must also comply with the following criteria:
- Be paid by the eligible applicant, with the exception of the cost of leasing a charging station; as such, the applicant may have to provide proof of payment when filing his or her application
- Be necessary and justifiable
- Be directly related to the acquisition or leasing of and to the installation of a charging station
If the installation work is done by the applicant’s own employees, the labour costs required for this work are limited to the salary (hourly rate of the employee(s) times the number of hours required for the installation) and to the benefits, without markup.
The amount of financial assistance is calculated based on the acquisition or leasing cost before applicable taxes.
Dates of eligibility for expenses
To be eligible for the program, expenditures for the acquisition, installation or lease of a charging station must have been incurred or begun as of April 18, 2019.
In the case of a lease, the date of the first monthly payment provided for in the contract must be no later than April 18, 2019.
Note regarding the installation of the power distribution and supply infrastructure
Expenses for the labour and material required to install the infrastructure for charging stations that will be installed at a future date must be incurred no earlier than January 1, 2021.
Eligible buildings
The building where the charging station is installed must:
- Be located in Québec
- Have a residential or mixed use
- Have five or more residential units
The administrator of the program may take into consideration other criteria for determining the number of eligible units. The number of units in a building is determined by adding up all the units located inside the exterior envelope.
In addition, parking spaces must be grouped in a common space.
Note: The owners of an electric vehicle who live in a building with less than five residential units may be eligible for Component 2A of the Roulez vert program - home charging station rebate. Consult the normative framework (French version only) for more details.
Eligible charging stations
Charging stations must comply with the following criteria:
- Be new
- Be approved by an accredited certification body
- Be Level 2 AC qualified
- Appear on the list of eligible and approved charging stations
- Be used to recharge all-electric vehicles, plug-in hybrid electric vehicles or electric motorcycles belonging to the residents of the building where they are installed
- Be operated by the applicant for a period of at least three years following payment of the financial assistance
Charging stations approved following a special evaluation as per the SPE-1000 standard can no longer be added to the list of eligible models.
