Eligibility and Requirements
Eligible clients
The following are eligible:
- Companies legally constituted under the laws of the Government of Quebec or Canada and having an establishment in operation in Quebec;
- collective enterprises (cooperatives and non-profit organizations) within the meaning of the Social Economy Act.
These businesses must:
- hold a craft production permit (for the specific category of product types for which a financial contribution in the form of a grant is requested) or a distiller's permit
- have made sales through the SAQ distribution network during the SAQ's fiscal year ending on the last Saturday in March.
Applicants must meet the following conditions:
- Not be or use the services of subcontractors listed in the Register of Companies Not Eligible for Public Contracts (RENA).
- They must have fulfilled all their obligations with respect to previous financial assistance from the Government of Québec or Investissement Québec for at least two years.
- Not be a Crown corporation or a corporation controlled directly or indirectly by a government (municipal, provincial or federal), a municipal entity or a company that is majority-owned by a Crown corporation.
- Not engage in ethical behaviour or offer products or services that could tarnish, even by association, the image of integrity and probity of the Government of Quebec.
Eligible products
Eligible products :
- are those that fall under the Support for Increased Sales and Supply of Quebec Spirits component of the Société des alcools du Québec network and that benefit from a reserved designation (PGI) whose certification is issued by an organization previously recognized by the Conseil des appellations réservées et des termes valorisants (CARTV);
- are characterized by the SAQ as being distributed as a "continuous purchase", "continuous purchase specialty" or "batch purchase specialty";
- must be distributed in glass bottles of a minimum of 750 ml. However, the following are also eligible:
- 200 ml or larger glass bottles for ice wines, dessert wines, and the fermented and fortified alcoholic beverage categories;
- Glass bottles of 375 ml or more for spirits;
- cans with a minimum volume of 355 ml.
Spirits must contain 23% absolute alcohol by volume or more.
A spirit is eligible provided that it is made with at least one raw material or flavouring from Quebec. Water is not considered a Quebec raw material for the purposes of this program.
Eligible sales
For the year 2022-2023, the QSSP covers eligible sales made from March 27, 2022 to March 25, 2023.
