Eligibility and Requirements
Eligibility
Eligible customers
The following are eligible:
- Quebec not-for-profit organizations involved in various niches of research and innovation;
- Quebec health and social services, education and higher education institutions involved in various research and innovation niches.
Applicants must comply with the following conditions:
- Not be or use the services of subcontractors registered in the Register of companies not eligible for public contracts (RENA).
- Have complied with all obligations relating to previous financial assistance from the Québec government or Investissement Québec for at least two years.
- Not be a Crown corporation or a corporation controlled directly or indirectly by a government (municipal, provincial or federal), a municipal entity or a company that is majority-owned by a Crown corporation.
- Not be bankrupt or insolvent.
- Not behave ethically or offer products or services likely to tarnish, even by association, the image of integrity and probity of the Quebec government.
- Not be involved in any of the following areas of business:
- arms production or distribution;
- the exploration, extraction, drilling, production and refining of fossil fuels such as petroleum and thermal coal, with the exception of activities aimed at the transition to a low-carbon economy;
- gambling, violent games, combat sports involving any living species, racing or similar activities;
- sexual exploitation, such as an erotic bar, escort agency, erotic massage parlor or swingers club;
- production, sale and services related to the consumption of tobacco or drugs, with the exception of interventions related to cannabis and industrial hemp presented in section 4.1.2 of the normative framework;
- any activity whose principal subject is protected by the Canadian Charter of Rights and Freedoms (religion, politics, advocacy, etc.).
Eligible projects
Eligible infrastructure projects are those planned by the CFI as part of its various programs. They involve the acquisition or development of research infrastructures that will increase the research capacity of institutions, enabling them to carry out world-class research activities. The infrastructure will be used by researchers. They will foster collaboration and the formation of productive networks between institutions and between the public and private sectors.
Eligible expenses
The costs of acquiring or developing research infrastructure are eligible and are based on CFI guidelines.
Procedure
First apply for financial assistance through one of the CFI's competitions. Read the user guide for your application:

Then submit your application to the Québec government by completing a Québec financial assistance form (Québec form) via the Système d'information sur les infrastructures de recherche (SiiR).
The deadlines for submitting the form and notices of intent, when required, are the same as those set out in the competitions to which the application relates.
This program ends on March 31, 2024.
Selection process
Eligible projects are submitted to Canada-wide competitions and judged on the basis of scientific excellence and relevance.
The list of selected projects is approved by an interdepartmental committee on behalf of the Quebec government, and officially forwarded to the CFI in accordance with the deadlines of the various competitions.
Assistance granted
The Quebec government's contribution is provided by various ministries, depending on whether the applicant organization belongs to the Ministère de la Santé et des Services sociaux (MSSS), the Ministère de l'Enseignement supérieur (MES) or the Ministère de l'Économie, de l'Innovation et de l'Énergie (MEIE) network.
The MEIE's contribution consists of the repayment of a long-term loan contracted by the applicant organization with an approved financial institution, or in the form of a cash repayment. Co-financing of infrastructure projects by the MSSS and MES takes the form of a long-term loan authorization.
The maximum rate of assistance is 40%.
The CFI also co-finances between 40% and 60% of eligible expenses, depending on its programs, while the balance is financed by the establishments and their partners.
Accountability
The organization must provide the Québec government with a copy of all documents submitted to the CFI in accordance with the schedule set by the CFI:
- finalization forms
- documents outlining funding agreements with the CFI and inter-institutional agreements;
- project progress reports;
- amendment forms;
- all financial reports, including the final report;
- documents and reports required by Quebec ministries, where applicable.
