France 2030 - "Entrepreneurs du vivant"
The "Entrepreneurs du vivant" initiative aims to leverage efforts to accelerate the transition towards agroecology in agricultural operations and sectors, in the context of generational renewal. Specifically, the "Entrepreneurs du vivant" initiative seeks to support the development of tools for managing agricultural land and capital to facilitate farm establishment and transfer, as well as the investments needed to redesign production systems at the farm level. The initiative aims to achieve several goals: Ensure the transfer of farms by guaranteeing access to agricultural land. In this context, new installations will be prioritized over expansions. Make the farming profession more attractive (reducing hardship, improving remuneration, diversifying income sources), including by enabling the implementation of new economic models (e.g., shifting from ownership to service-based models) for farmers. Ensure food sovereignty through the transition of the agricultural model to an agroecological model. Accelerate the development of solutions that support the ecological transition of agriculture. Secure market outlets for producers by improving the structuring of sectors. Under the agreement of April 12, 2024, between the State and the Caisse des Dépôts et Consignations, the Banque des Territoires is the operator responsible for implementing the initiative.

Eligibility and Requirements
Projects can be carried out by:
- Impact Private Equity funds meeting the above criteria, and:
- Approved by a European market authority (AMF, FCA, etc.), with a prospectus compliant with the provisions of the Monetary and Financial Code and the AMF General Regulation.
- Compliant with SFDR 8 or 9 regulations, or any replacing regulations. The fund must present impact KPIs and at least 20% of the carried interest indexed to these impact objectives (when the fund provides for a carried interest).
- Having a geographical allocation primarily in France and a sectoral allocation mainly dedicated to the agricultural sector.
- Showing an expected market return.
- Commercial companies, whether in the form of SAS, SCA, SCIC, cooperatives, with the purpose of investing in infrastructure or real assets (agricultural land, natural spaces, forests, etc.) or developing a commercial project.
To be eligible, a candidate must meet all the following conditions:
- Be supported by an eligible entity as previously described.
- Have submitted an application. Candidates must comply with the requirements detailed in Annex 1, which are of equal importance to the legal eligibility criteria.
Projects not meeting these conditions will be excluded from the selection process.
