The FILE is a catalyst for new initiatives. The purpose of the FILE is to leverage support for the start-up of a specific action. It does not replace existing or locally accessible funding. Its aim is not to subsidize the ongoing funding of associations or to sustain already existing actions.

Eligibility and Requirements
Grant Application
The application must be submitted exclusively online on this platform. You will need to create an account, which will allow you to start your application and return to it later if necessary. Once validated and submitted to FAS, your application cannot be modified, but you will still have access to it. You will not need to provide administrative or financial documentation, but you can attach supplementary documents about your project directly in your space on the platform.
The application consists of 3 parts:
- Presentation of the organization:
- Description of the action: The content of the application is crucial and must concisely but convincingly present the action you wish to undertake to a reader who knows nothing about you. Clearly describe what you want to do and the needs you aim to address. Precisely outline the planned achievements and expected results.
It is essential for the selection committee to understand why you are applying for FILE, which needs it will address, and what is new compared to your organization, the context, etc.
- Budget: The budget should be balanced and is a forecast detailing the financing of the action. Only present the budget elements related to the action being funded and not the overall budget of the organization. The resources must, of course, be adapted to the expected objectives.
Costs covered by FILE are those directly generated by the new project. FILE will not finance existing resources (e.g., meeting time for supervisors) but can fund the allocation of an employee to a project if this detachment is compensated by hiring or increasing a part-time position, etc.
Eligible costs include:
- Salary of staff assigned to the action, an external consultant, etc., proportionate to the number of hours worked.
- Consumables or other expenses necessary for the execution of the action: educational supplies, small equipment, materials, etc.
- Indirect costs: administrative expenses, operating costs (structure costs, general expenses), travel and mission expenses related to the action.
- Direct costs allocated to the action.
- FILE does not cover the purchase of heavy equipment, bank fees, etc.
The granted subsidy is paid 50% at the start and 50% upon completion.
